Thank You to All Who Contacted Topkea
The amendment has been pulled and the bill is back to the form it had when it came over from the House. It will now run as a "clean" bill.
Here's the whole story and what happened:
One: The Kelsey Smith Act was passed in April of last year and is law in Kansas.
Two: The House added a section to the act which changed the way cell phone provider information was collected. Originally the onus was on the KBI to go out and get the information. The change put the onus on the cell phone provider to provide contact information to the KBI for emergency situations. We were aware of this and knew it was coming and agreed with it.
Three:This is the second time that Sen. Apple attempted to tag on a piece of "pet" legislation to the Act. He also did it back when the bill was first proposed. He and I went around and around that time as well before he finally pulled his amendment. I am VERY aware how Topeka works and that is one reason I am running for office - to stop the silliness such as this.
Four: Senator Apple has pulled his amendment and it is no longer an issue. The bill is back to the form it had when the House sent it to the Senate. Leadership in both chambers have agreed to keep the bill clean since it is being used as a national model for how to draft this type of legislation.
Five: Thank you to all who contacted Topeka. It worked.
Regards,
Greg
